According to Marvel's official statement (found here) the NEW Spider-Man will debut in a Phase 3 film before starring in a solo-film on July 28, 2017. The solo film will be developed and released by Sony, however Kevin Feige will be a co-producer and will bring his Marvel film team with him.
This is a move I never saw coming, as I had written this off as a pure fan-boy fantasy with no hope of ever becoming a reality. The biggest obstacle was Sony, and what doing this means. For starters, it would appear that the Amazing Spider-Man franchise, starring Andrew Garfield, is now dead. All plans for Sony run Spider-verse that Amazing Spider-Man 2 was setting up have been scrapped, and none of those projects will see the light of day. While I had no objections to Andrew Garfield's portrayal of Spider-Man, this is indeed wonderful news. The absolute butchering of Rhino, Electro, and the Green Goblin in a sad attempt to set up the Sinister Six as fast as possible was ill-conceived and poorly executed.

I know it says that he will debut in a film, but I am still holding out hope that he debuts in one of the upcoming Netflix series. Daredevil is already wrapped, though adding in some easter eggs digitally may not be out of the question. I would hint towards his existence through newspaper articles and tv reports in the background of each series. Then have Peter Parker debut in the Defenders, the "street-level" version of the Avengers, before having Spider-Man fully appear on screen in an MCU film. This is because Spider-Man has always been Marvel's bridge between those worlds. He can team up with Daredevil to take on a street gang run by the Kingpin, then meet up with the Avengers to battle a cosmic threat without losing a step.

Regardless of thoughts or feelings on the matter one thing is for certain, we will finally be getting the Spider-Man we deserve. And his rouges gallery will have new life, and will become part of the MCU to stay. Here's hoping that future phases contain the Sony/MCU crossover, Maximum Carnage Parts 1 & 2. That is of course after Marvel brings the X-Men and Fantastic Four home in time for the Secret Wars....
